Cleanup Plan
The City of Annapolis will work with the MDE to prepare a Response Action Plan (RAP), which will outline the steps needed to remediate the environmental concerns at the Site.
The purpose of a RAP is to provide a plan to remediate environmental concerns at a property, with a goal of achieving cleanup standards that protect human health and the environment and ensuring the safety of the workers implementing the plan. The stages of the RAP are as follows:
- Notice of Intent to Proceed: The City of Annapolis will notify the MDE they would like to proceed in the Voluntary Cleanup Program (VCP) within 30 days of the approval of the VCP application.
- RAP Development Assistance: The City of Annapolis will meet with the MDE for preliminary input on the remedial approach.
- RAP Public Participation: The RAP process affords the community the opportunity to engage and provide input on the actions for the cleanup and redevelopment of the Site. For more information on public participation and how to engage in this process, see the “Engage and Stay Informed” section.
- RAP Submission and Approval: At or before the end of the 75-day review period, and after any public comments received for the property have been considered, the MDE will notify the participant in writing whether the RAP has been approved or if additional information is required to be incorporated into the RAP.
The City of Annapolis will implement the RAP following the approval from the MDE. Upon completion of all required activities and proof to the MDE that the requirements have been met, a Certificate of Completion (COC) will be issued for the Site.
