Site Activity
As required by the Maryland Department of the Environment (MDE) Voluntary Cleanup Program (VCP), a Phase I Environmental Site Assessment (ESA) was completed by Haley & Aldrich, Inc. (Haley & Aldrich) in January 2024. The objective of a Phase I ESA is to evaluate the potential for environmental contamination on a property and identify key areas that may require further investigation. Haley & Aldrich identified the former landfill and incinerator facility and the long-term Department of Public Works (DPW) operations as concerns requiring further investigation.
A VCP application was submitted for 932 and 935 Spa Road in June 2024. As required by the application, a Phase II ESA Work Plan for a comprehensive subsurface investigation across the entire Site was also submitted and approved by the MDE in early October 2024. Haley & Aldrich completed the field portion of the Phase II ESA in October and November 2024. The Phase II ESA included permanent groundwater well installation, soil and groundwater sampling, and surface water and sediment sampling in the adjacent Spa Creek. A report was prepared for this Phase II ESA and was submitted to the MDE in February 2025.
