Site Background

The Site was the historic location of the Spa Creek Landfill. Portions of the Site were used as a landfill from approximately the mid-1910s until 1934. In 1934, an incinerator facility was constructed in the vicinity of the former landfill and was in operation until 1949. In 1949, the City of Annapolis leased the eastern parcel of the Site to the Annapolis Athletic Association to develop an athletic field. The Weems Whalen athletic field was completed in 1954 and was constructed above fill material that consisted of ash generated from the incinerator. The athletic field was in use until circa 2021, when elevated concentrations of metals were identified in soils beneath the top portion of the field. Upon this discovery, the City ceased public use of this field as a strictly conservative measure.
